The home in Sterling, Virginia contained Sean Andrew Duncan, a convert to Islam at age 17, who, according to the FBI and their affidavit, stated his intention to join ISIS in Syria. Sean Andrew Duncan also shared information on how to make a bomb with a woman terrorist who is currently in international custody.

The fact that an Islamic terrorist was arrested in Sterling, Virginia, which is about twenty miles away from Washington D.C., is hardly surprising. It has a very large Muslim community, after all, and is perfectly positioned to be a terrorist hot spot near the seat of American power. However, Sean Andrew Duncan was a relatively new addition to the community.
It seems that Duncan moved to the D.C. area to associate with the Arabic-language program taught at the Fawakih Institute, based in Sterling. One of the Fawakih Institute’s Arabic-language program’s main advisers is Mohamed Magid (below), who was a top Islamic adviser to the Obama administration.
Sean Andrew Duncan, who became a Muslim convert at the age of 17, moved to the Sterling area from his prior home in Pittsburgh, Pennsylvania last June. Duncan and his wife shared the condo space, and neighbors report that they constantly dressed ‘Middle Eastern’ and that they received ‘a lot’ of packages to their condo.
Suspicion of the Duncan household began when he and his wife tried to travel to Turkey, but were rejected by the Turkish government and sent back to the United States. When they arrived back in the United States, the Federal Bureau of investigations interviewed Sean Andrew Duncan before releasing him back into the United States.
However, his family came forward, saying that they had reason to believe that Sean Andrew Duncan and his wife may have been radicalized and that they had expressed approval of ISIS beheading Westerners in the Middle East.
In July, an associate of Duncan’s was arrested overseas while planning to join ISIS and fight for them in Syria. At the time of her arrest, she provided information concerning Duncan and his extremist sympathies.
According to Duncan’s associate, Duncan was her contact with ISIS in the United States, and she had talked with him using encrypted applications. She said that Sean Andrew Duncan provided her with instructions on how to make a bomb, taken from the ISIS-backed Inspire magazine written and printed by Al Qaeda in the Arabian Peninsula (AQAP). The article he provided to her was called “how to build a bomb in your mother’s kitchen.”
According to this seized associate, Duncan also voiced his desire to see the United States attacked, and expressed his desire to see Muslim citizens carry out such attacks in their homelands. He also expressed a desire to join ISIS on the battlefields of Syria.
Duncan was placed under increased scrutiny by the federal government after an ISIS recruiter was caught with Duncan’s contact information stored on his phone. Even before this August arrest, the FBI asked local law enforcement in Pennsylvania to provide them with a copy of Duncan’s cell phone records.
In reviewing Duncan’s internet history, they found that he was searching for an AR-15 rifle, a ‘TAC-19 pistol’ (there is no such pistol. Likely, Duncan confused a fake gun from Call of Duty’s recent entries with the TEC-9 pistol favored by criminals) and for various other topics. Among those other topics were body armor, military-style equipment, and videos on barricading doors to prevent entry.
Just last month, the government became aware of Duncan running a Twitter account, @dawlahtulIslam, which is an Islamic phrase that translates to ‘the Islamic State.’ That information, combined with the other information that the FBI had collected, led them to request a search warrant from a federal judge, so that the FBI could search for further evidence that Duncan was working with the Islamic State.
When the FBI served the search warrant, Duncan attempted to flee, carrying a bag with a USB flash drive he had snapped into pieces. The FBI maintains that he was attempting to destroy evidence of his collusion with the Islamic State.
